   It has been one of the most controversial proposals in Taiwan in recent years. It has even played an important role in a recent election. And now it appears uncertain that this project will ever begin. It, of course, is the Suao-Hualien freeway project, more popularly known as the “Suhua freeway.”    Opinions about this proposed new road clearly divide people into two groups. Some are strong supporters of the Suhua freeway project, including many politicians and most residents in eastern Taiwan. They argue that a new route between Suao township and Hualien city is desperately needed. It can be used not only to replace the original crooked and fragile road but also to boost the region’s economy. Since this area consists mostly of farming communities, it has remained relatively underdeveloped, especially in comparison to other parts of the island. Furthermore, the new freeway would definitely help save a lot of time spent on traveling between Suao and Hualien—from almost three hours to only an hour or so.    However, many environmental activists have pointed that the construction of a new highway might cause extensive environmental damage to eastern Taiwan, which is famous for its naturally extraordinary scenic beauty. It would destroy this area’s important habitat for many special plants and animals as well. Many experts also say this new road, which would include more than 40 kilometers of tunnels and 37 kilometers of bridges, might be even more dangerous, since its construction and the route itself would be so close to earthquake’s fault lines. And, the most crucial question is: Do we really need the highly expensive and time-consuming construction of a new freeway to promise the future prosperity of eastern Taiwan?    Although the Ministry of Transportation and Communication has reviewed the project and decided to make another proposal for improving the existing Suhua highway recently, the fate of the Suhua freeway remains up in the air because it is not the final call. It will be up to the people and politicians of Taiwan to come up with a solution that will best benefit eastern Taiwan, while still preserving this area’s unique beauty and environment.
