B. Taipei, Taiwan—The Taipei City Government has drafted regulations to curbengine idling by motorists and motorcyclists in the capital city. The rules, pendingfinal approval by the city council, will take effect at the end of the month at theearliest.     To help improve air pollution and reduce carbon emissions, officials at thecity’s Bureau of Environmental Protection will give out tickets for NT$1,000 todrivers of sedans, and NT$2,000 to drivers of large vehicles if their engines remain onwithout moving for longer than three minutes.      Officials explained that the measure is more aimed at persuading people not toidle their engines for too long than fining them.      Timing of the engine idling will start only after the drives refuse to heed adviceto shut off the engines while waiting for someone or after having parked the vehicles.      No tickets will be issued for vehicles waiting for traffic lights to change at streetintersections.      Other exceptions will include ambulances, medical vehicles, police cars, fireengines, electric cars, freezer trucks containing cool products, news broadcastingvehicles, garbage trucks, and tow trucks     Air conditioned coaches for children and tourists will be allowed to turn ontheir engines 20 minutes before people get on, said the officials.
