At the Paris climate conference (COP21) in December 2015, 195countries adopted the first-ever universal, legally binding global climate deal. Theagreement sets out a global action plan to put the world on track to avoid dangerousclimate change by limiting global warming to well below 2°C. The agreement is due toenter into force in 2020.      The most important difference between the Kyoto Protocol and the Paris agreement isthat, under the Paris agreement, developing countries are submitting pledges to reduceemissions. They had no emissions-reduction (mitigation) obligations under Kyoto. Theroot of the sharp dichotomy between developed and developing countries in the Kyoto Protocol, with respect to mitigation obligations, is a clause in the Convention itself:       The Parties should protect the climate system for the benefit of present and futuregenerations of humankind, on the basis of equity and in accordance with their common butdifferentiated responsibilities and respective capabilities. Accordingly, the developedcountry Parties should take the lead in combating climate change and the adverse effectstherefore.
