The newly-approved version of the World Health Organization’s global manual of diagnoses no longer classifiestransgender health issues as mental and behavioral disorders. Instead, this latest version places issues of gender incongruenceunder a chapter on sexual health. As the news comes out, Human Rights Watch says this change will have a “liberating effectworldwide.”
     In the latest manual, gender incongruence is defined as a marked and persistent incongruence between a person’sexperienced gender and assigned sex. Compared with this latest manual, known as ICD-11, the previous one considers the issueof gender incongruence as a gender identity disorder in the chapter on mental and behavioral disorders.
     Commenting on the revisions, Graeme Reid, lesbian, gay, bisexual, and transgender right directors at Human Rights Watchsaid, “Governments should swiftly reform national medical systems that still use this outdated diagnosis.”
     Meanwhile, nine organizations working on gender identity said that the revised version demonstrates that fulldepathologization can be achieved, even though this improvement is by no means perfect.
