It is embodied in the Bogor Goals concluded in1994, which stipulated that tariff reduction is to be achieved by developed countries in 2010 and 2020 bydeveloping countries. However, despite marked progress in reducing tariff, many members still have a longway toward attaining the goal.APEC succeeded in reducing the tariff rate from 16%, when APEC was first established in 1994, to thepresent 5%. And yet this achievement has been considered not aggressive enough.
